This is a vintage, hand-beaded sleeveless sweater top from the 1960s, typically referred to as a "shell top". It features an allover knit base in a pale, icy blue color, heavily embellished with iridescent sequins and beads in a delicate floral or cluster. It is fully lined with a zipper closure in the back and hook and eye closures on either side. Made in The British Crown Colony of Hong Kong. Size says Medium but it looks like it runs small. ( petite) would suggest a professional cleaning. Item has not been cleaned and comes in as is condition.
