This is a Very Good++ Condition Vintage Pre Owned Women's 1940s Authentic Sandra Sage Creation Lined Petite Cream/Gold Formal Sleeveless Dress. I don't know what the thing is that hangs on the back of the dress, shown in the 4th, 6th, 7th and 8th pics. Maybe a sash or built in center tie? The dress was worn by a VERY petite adult woman, about 5 feet tall, 95 pounds. See the measurements, and don't hesitate to ask for any I may have missed.
