Fabric is most likely a cotton blend (cotton/rayon?). The fabric is still sturdy and there is no rot. I pulled on it quite a bit while dressing the mannequin. The two front strap hooks are missing (see photos) but can be replaced.

No stains. Elastic on the rear back side and the leg openings has weakened with age. Does not have full elasticity, but still holds well. Does NOT make a crinkling sound when pulled. Elastic will continue to weaken with age and continued use and may eventually need to be replaced.
