1900s Edwardian Petticoat Skirt With Ribbon, Embroidery and scalloped hem

Antique cotton petticoat ribbon skirt embroidered detailing and a scalloped hem. Skirt has double layers at the bottom. I tried to capture this in the photos Ribbon is not the original, otherwise excellent condition (could you an iron or a steam though). Waist measures 27 inch. Material doesn’t have stretch but does have a little give. Length ~42 inch Item is a bit too big for my dress form and is pinned at the waist for the photos
